On the 19th of February Lord Wellesley resigned his office of Secretary of Foreign affairs, because he did not approve of the employment of some of his colleagues. The Prince Regent now showed that he had no intention of dismissing the present administration. Carteret and his party, on the other hand, secured the interest of the other mistress, the Countess of Darlington, and her sister, Madame de Platen. Whilst affairs were in this position, the two Secretaries of State, Townshend and Carteret, accompanied the king to Hanover. There came upon the tapis the question of a marriage between the Count St. Florentin, the son of La Vrillire, the Secretary of State for France, and a daughter of Madame de Platen. Madame de Platen, however, demanded that La Vrillire should be made a duke, so that in due course of time her daughter would be a duchess. George I. warmly seconded this demand; and, had Bolingbroke used his influence, there was little doubt that it would have been accomplished. But the French nobility raised a huge outcry against this honour being conferred on the family of La Vrillire, which they deemed too obscure for such a dignity. Bolingbroke, however, was seeking his own objects through the other mistress, the Duchess of Kendal; and, notwithstanding the repulse which he had received from Walpole, he still calculated that his power would prevail, and he therefore smothered his personal vexation, and remained on the side of the Duchess of Kendal and Walpole, leaving Carteret and his allies, the Platens, to fight their own battle.The question of Catholic Emancipation was brought forward on the 3rd of May, by Grattan: it was the last time that he did so, but he had the satisfaction of seeing that the question was rapidly advancing, for it was lost by only two votes. A fortnight afterwards Lord Donoughmore introduced a similar motion, in the hope of surmounting this small difference, but, after a long debate, he found the majority increased against it by thirty-nine votes. The closing contest of the Session was for Parliamentary Reform. Sir Francis Burdett brought on his annual motion, on the 1st of July, for the eighteenth time, but was defeated by one hundred and fifty-three votes against fifty-eight. He was seconded by Mr. George Lamb, younger brother of Lord Melbourne, who, however, did not go the length of annual parliaments and universal suffrage. Even at that day, Joseph Hume was for moderate reform, and Lord John Russell was alarmed at anything further than Triennial Parliaments, and the transferring the franchise from certain corrupt boroughs to others not yet represented.   • THREE:Trautmansdorff declared that, if necessary, forty thousand troops should be marched into the country; but this was an empty boast, for Joseph had so completely engaged his army against Turkey, that he could only send a thousand men into the Netherlands. On the contrary, the French Revolutionists offered the oppressed Netherlands speedy aid, and the Duke d'Aremberg, the Archbishop of Malines, and other nobles and dignitaries of the Church, met at Breda on the 14th of September, and proclaimed themselves the legitimate Assembly of the States of Brabant. They sent the plainest remonstrances to the Emperor, declaring that unless he immediately repealed his arbitrary edicts, and restored their Great Charter, they would assert their rights by the sword. In proof that these were no empty vaunts, the militia and volunteers again flew to arms. Scarcely a month had passed after the repeal of the Joyeuse Entre before a number of collisions had taken place between these citizen soldiers and the Imperial troops. In Tirlemont, Louvain, Antwerp, and Mons blood was shed. At Diest, the patriots, led on by the monks, drove out the troops and the magistrates. Dalton and Trautmansdorff, instead of fulfilling their menace, appeared paralysed.During the years 1767, 1768, and 1769, Mr. Thomas Whatelyat one time private secretary to Grenville, and several years Under-Secretary of State to Lord Suffolk, but during these years out of office, and simply member of Parliamenthad maintained a private correspondence with Governor Hutchinson and his brother-in-law, Andrew Oliver, the Lieutenant-Governor. In these letters Hutchinson and Oliver had freely expressed to their old friend their views of the state of affairs in the colony; and, of course, said many things never intended to come to the public eye, or to operate officially. On the death of Whately, in 1772, some villain purloined these letters and conveyed them to Franklin, who was acting as agent for Massachusetts. Who this dishonest firebrand was, was never discovered. Franklin pledged himself to secrecy, both as to the letters and as to the name of the person who so basely obtained them. The name of this person he faithfully kept; but the contents of the letters were too well calculated to create irreconcilable rancour in the minds of the Americans, for him to resist the pleasure of communicating them to the Massachusetts Assembly.   • THREE:Two British columns advancing by nightone by the shore road and the other over the hillsmanaged to capture the patrols and approach the outposts of the Americans. Washington having been all day engaged in strengthening his lines, had returned to New York. Putnam was posted on the left; and General Stirling was posted on the right on the seashore, near the part called the Narrows. On the hills Sullivan occupied one of the passes towards the left. The column on the British right, consisting of Hessians, under General Von Heister, seized on the village of Flat Bush, nearly opposite to Sullivan. At the same time, Sir Henry Clinton and Sir William Erskine reconnoitred Sullivan's position and the rest of the line of hills, and sent word to General Howe that it would not be difficult to turn Sullivan's position where the hills were low, near the village of Bedford. Howe immediately ordered Lord Percy to support Clinton with his brigades, in the direction of Bedford, and General Grant to endeavour to turn the position of General Stirling, whilst the Hessians were ready to attack Sullivan in front. At a signal, Howe himself marched along with one of the divisions. In order to draw the enemy's attention from the movements of General Clinton, Grant made a direct attack upon Stirling's position, which brought to his aid a great part of Sullivan's forces, thus deserting their own ground. Grant maintained his attack till daylight, by which time Clinton had, by a slight skirmish, crossed the line on his side. The attention from his march was diverted by Von Heister attacking Putnam's position on the direct way to Brooklyn, and Lord Howe, from his ships, opening a cannonade on Governor's Island and Red Hook, in the rear of that town. About eight o'clock came a fire from Clinton's column, which had now forced its way into the rear of Putnam and between the Americans and Brooklyn. On this discovery they endeavoured to make a way to their lines before that town, but were driven back by Clinton only to find themselves assailed in the rear by Von Heister. Thus hemmed in, they fled in confusion. This action in their rear alarmed both Sullivan and Stirling, yet they maintained their ground against Grant till they learned the total rout of their comrades opposed to Clinton and Heister, when they laid down their arms and ran for it. Knowing the ground better than the British, many of them managed to escape to Brooklyn; but one thousand and ninety-seven prisoners were taken, and from one thousand two hundred to one thousand five hundred Americans were killed or wounded. The English lost only about four hundred killed and wounded. THREE:The real fact was, that exertions equally strenuous were all this time being made on the part of the Pretender. As the state of Anne's health became more and more precarious, both parties increased their efforts to secure their ground, and there was a most active and incessant struggle going on round the throne to enable the head of either party to step into it the moment it became vacant. It was considered essential for the claimant to be on the spot, and, therefore, every means was used to induce the queen to admit the Pretender as well as a member of the Electoral House to Court.   • THREE:Fortunately, the princess was safely delivered at St. James's (June 4), though the house was unprepared for such an emergencythe rooms and beds being unaired, and there being no adequate suite of servants. The moment that the king heard of this extraordinary conduct of the prince, he despatched Walpole and Lord Harrington to attend the birth, but they were too late. After that the king repulsed all the prince's advances towards a reconciliation. Frederick betook himself to Norfolk House, St. James's Square, and there all the opponents of his father's Government collected around him. The prince was now the head and centre of the Opposition himself.Such a tremendous crash in the commercial world could not have occurred without involving the working classes in the deepest distress. In order fully to understand all that society has gained by the instruction of the people, by extending to them the blessings of education, and especially by the diffusion of useful knowledge through the medium of cheap literature, we have only to read the records of popular disturbance and destructive violence which occurred in 1825 and 1826. In the August of the former year there was a combination of seamen against the shipowners at Sunderland; and on one occasion there was a riot, when a mob of some hundreds flung the crew of a collier into the sea. They were rescued from drowning, but, the military having fired on the rioters, five persons were killed. Their funeral was made the occasion of a great popular demonstration. There was a procession with flags, and a band of singers, twelve hundred seamen walking hand in hand, each with crape round the left arm. In the Isle of Man the people rose against the tithing of their potatoes, and were quieted only by the assurance that the tithe would not be demanded of them, either that year or at any future time. In the spring of 1826 the operatives of Lancashire rose up in open war against the power-looms, the main cause of the marvellous prosperity that has since so largely contributed to the wealth of England. They believed that the power-looms were the cause of their distress, and in one day every power-loom in Blackburn, and within six miles of it, was smashed; the spinning machinery having been carefully preserved, though at one time the spinning jennies were as obnoxious as the power-looms. The work of destruction was not confined to one town or neighbourhood. The mob proceeded from town to town, wrecking mill after mill, seizing upon bread in the bakers' shops, and regaling themselves freely in public-houses. They paraded the streets in formidable numbers, armed with whatever weapons they could lay hands onscythes, sledge-hammers, and long knives. They resisted the troops fiercely, showering upon them stones and other missiles. The troops, in their turn, fired upon the crowds, and when they were dispersed the streets were stained with blood, the mob carrying away their wounded into the fields. In one week no less than a thousand power-looms were destroyed, valued at thirty thousand pounds. In Manchester the mob broke the windows of the shops. At Carlisle, Norwich, Trowbridge, and other places in England, similar lawless proceedings occurred. Even in Glasgow the blame of the general distress was thrown upon the machinery, not only by the ignorant operatives, but by the gentry and the magistrates. In Dublin the silk-weavers marched through the streets, to exhibit their wretchedness. THREE:There is in all this much of the splenetic jealousy of an aged invalid towards a vigorous competitor, who has outstripped him in the race. O'Connell excited much hostility amongst the friends of Emancipation by his opposition to the veto which they were willing to give to the British Crown on the appointment of Roman Catholic bishops by the Court of Rome. But the more antagonists he had, and the more battles he fought, the greater was his hold on the Roman Catholic priests and people. His power had arrived at its greatest height when the Canningites left the Ministry, and Mr. Vesey Fitzgerald came to Ireland to seek the suffrages of the Clare electors as an influential member of the Government. At first, no one had the least doubt of his triumphant return. He had been popular as Chancellor of the Exchequer in Ireland; he was a steady friend of Catholic Emancipation, for which he had always voted; he was personally popular; the gentry of the county were almost to a man devoted to him. It appears that O'Connell had at first no idea of starting against him. The proposal is said to have originated with Sir David Roose, who, having accidentally met Mr. P. V. Fitzpatrick on the 22nd of June, remarked that O'Connell ought to offer himself for Clare. Mr. Fitzpatrick then recollected having often heard Mr. John Keogh, of Mount Jerome, who had been the Catholic leader for many years, express his conviction that Emancipation would never be granted till a Catholic was elected a member of Parliament. If, when returned by a constituency, he was not permitted to take his seat because he would not violate his conscience by swearing what he did not believe, John Bull, who is jealous of constitutional rights, would resent this wrong, and would require the oath to be altered for the sake of the constituency. The moment this thought occurred to Mr. Fitzpatrick, he ran to O'Connell and begged of him to stand for Clare. They went to the office of the Dublin Evening Post, and there, in presence of Mr. F. W. Conway, the address to the electors was written. Still O'Connell shrank from the contest on account of the enormous cost. "You know," he said, "that, so far from being in circumstances to meet that outlay from my own resources, I am encumbered with heavy liabilities beyond my power of discharging. You are the only person with whom I am acquainted who knows intimately the Catholic aristocracy and men of wealth. Would[272] you undertake to sound them as to funds for the contest?" Fitzpatrick answered, "I will undertake it, and I am confident of success." Within an hour he got three men of wealth to put down their names for 100 each. The four then went round to the principal Catholics of Dublin, and during the day they got 1,600 from sixteen persons. The country followed the example of the metropolis so liberally that 14,000 was raised within a week, and money continued to flow in during the contest. The supplies, however, were not sufficient for the enormous demand, and in the heat of the contest a messenger was sent posthaste to Cork, and in an incredibly short space of time returned with 1,000 from Mr. Jerry Murphy, who himself subscribed 300, and got the remainder from its patriotic inhabitants. The sum of 5,000 had been voted by the Association for the expenses of the election. They had been very anxious to get a candidate to oppose Mr. Vesey Fitzgerald, and a popular Protestant, Major Macnamara, had been requested to come forward, but he declined on the ground of his personal obligations to the Ministerial candidate. Indeed, there were few of the smaller gentry in the county on whom he had not conferred favours by the liberal distribution of places among their sons. The Roman Catholic gentry were quite as much indebted to him as the Protestants, and they were not ungrateful, for they stood by him on the hustings almost to a man. Mr. O'Connell was preceded by two friends, Tom Steel and O'Gorman Mahon; the former a Protestant, the other a Roman Catholic: both men remarkable for their chivalrous bearing, and a dashing, reckless spirit, which takes with the Irish peasantry. A third agitator entered the field in the person of honest Jack Lawless, another leading member of the Association, and one of its most effective speakers. This band was soon joined by Father Tom Maguire, a famous controversialist, from the county of Leitrim, who had just been engaged in a discussion with the Rev. Mr. Pope, and was hailed by the peasantry as the triumphant champion of their faith. There was also a barrister, Mr. Dominick Ronayne, who spoke the Irish language, and who, throwing an educated mind into the powerful idiom of the country, produced great effects upon the passions of the people. Mr. Sheil, second only to O'Connell in energy and influence, and superior to him in the higher attributes of the orator, in the fiery temperament and imaginative faculty which constitute genius, flung himself into the arena with the greatest ardour. On the Sunday previous to the election each of these agitators was dispatched to a chapel situated in a district which was the stronghold of one or other of the most popular landlords, for the purpose of haranguing the people after mass, and rousing their enthusiasm to the highest pitch. Mr. Sheil went to a place called Corrofin, situated in a mountainous district, the property of Sir Edward O'Brien, father of Mr. Smith O'Brien, who drove to the place in his carriage, drawn by four horses. There he saw the whole population congregated, having advanced from the rocky hills in large bands, waving green boughs, and preceded by fifes and pipers. The hitherto popular landlord was received in solemn silence, while his antagonist, Mr. Sheil, was hailed with rapturous applause. Sir Edward O'Brien consequently lost heart, and, leaving his phaeton opposite the chapel-door, went to church. Mr. Sheil gives a graphic description of Father Murphy, the priest of this rudely constructed mountain chapel. His form was tall, slender, and emaciated; "his ample hand was worn to a skinny meagretude; his face was long, sunken, and cadaverous, but was illuminated by eyes blazing with all the fire of genius and the enthusiasm of religion; his lank black hair fell down in straight lines along a lofty forehead. The sun was shining with brilliancy, and rendered his figure, attired as it was in white garments, more conspicuous. The scenery about was in harmonyit was wild and desolate." This priest met the envoy of the Association on the threshold of his mountain temple, and hailed him with a solemn greeting. After mass the priest delivered an impassioned harangue. The spirit of sarcasm gleamed over his features, and shouts of laughter attended his description of a miserable Catholic who should prove recreant to the great cause by making a sacrifice of his country to his landlord. "The close of his speech," says Mr. Sheil, "was peculiarly effective. He became inflamed by the power of his emotions, and, while he raised himself into the loftiest attitude to which he could ascend, he laid one hand on the altar and shook the other in the spirit of almost prophetic admonition, and, while his eyes blazed and seemed to start from his forehead, thick drops fell down his face, and his voice rolled through lips livid with passion and covered with foam. It is almost unnecessary to say that such an appeal was irresistible. The multitude burst into shouts of acclamation, and would have been ready to mount a battery roaring with cannon at his command. Two days[273] afterwards the results were felt at the hustings, and while Sir Edward O'Brien stood aghast, Father Murphy marched into Ennis at the head of his tenantry, and polled them to a man in favour of Daniel O'Connell."

  • THREE:The Austrians and Russians by this time were in full march for Italy. Leaving the Archduke Charles to cope with Jourdain, who had made himself master of the fortress of Ehrenbreitstein in January, and menaced a march on the Danube, an army of Austrians, under Generals Bellegarde and Hotze, entered Switzerland, re-occupied the Grisons country, drove the French from the St. Gothard, and menaced Massena at Zurich. Another army of Austrians, under old General Mlas, issued from the Tyrol and drove the French General, Scherer, from post to post in Upper Italy, till he took refuge behind the Mincio. Moreau was then sent to supersede Scherer, but found himself in April confronted not only by Mlas, but by Suvaroff, with an addition of fifty thousand men. On the 27th of that month he was attacked by this combined force and beaten. Brescia and Peschiera surrendered, Mantua was invested, and Suvaroff entered Milan. Moreau was compelled to retreat upon Genoa, and await the arrival of Macdonald, who was rapidly marching from Naples to his aid. But Macdonald was confronted on the banks of the Trebia, and after a fierce battle of three days he was routed, and escaped only to Moreau with the remnant of his army. Moreau now stationed himself in the entrance of the Bochetta Pass, in the Apennines, behind the town of Novi; but there he was superseded by General Joubert, the Directory having lost faith in him. Joubert, however, had no better success than Moreau. Suvaroff attacked him on the 16th of August, routed his army and killed him; the French abandoning nearly all their artillery on the field, and flying in disorder towards Genoa.At this crisis, when an able diplomatist at Paris might have avoided a great war, the Earl of Albemarle, who never had been an able or attentive ambassador, but a mere man of pleasure, died; and though George II. was so well aware of the gathering storm that he sent a message to the House of Commons announcing the necessity for increased forces, and, consequently, increased supplies, nothing could induce him to forego his usual summer journey to Hanover. The Commons readily voted a million and a half, but made an energetic protest against the king quitting the country in the circumstances. Besides the state of affairs in France and Spain, those of Ireland were very disturbed. The Duke of Dorset, the Lord-Lieutenant, was recalled, and Lord Harrington sent in his place to endeavour to restore order. Lord Poulett, therefore, moved a resolution against George's journey; but it was overruled, and the infatuated king set out in April, attended by Lord Holderness. THREE:The British Cabinet having come to the conclusion that the Duke of Wellington ought not to abstain from attending the Congress because of its meeting in an Italian city, and thinking so himself, he set out for Verona, after a fortnight's sojourn in Vienna.On the 24th of April, accordingly, the king proposed, in a speech from the throne, the measure to the Houses in these words. Both Houses sent addresses of affection, and the bill was introduced into the House of Lords; and it was there contended that it was too vague, no person being directly named, except the queen. To remedy this the king sent a new message, naming the five princes of the royal house, with the power of nominating others in the case of the deaths of any of them. Still, on the second reading, Lord Lyttelton declared that this left it perfectly uncertain who would become regent; and he moved an address to the king to name which one of the persons specified he would nominate as regent. But here the Duke of Richmond asked, whether the queen were naturalised; and if not, whether she were capable of acting as regent. He asked, also, who were, strictly speaking, the royal family? The Earl of Denbigh replied, "All who were prayed for;" but the Duke of Bedford contended that those only in the order of succession constituted the royal family. This went at once to exclude the Princess Dowager of Wales, the king's mother; and Halifax, Bedford's colleague, agreed with him. Amidst all this confusion, Lord Halifax hastened away to the king, and advised him to have the name of his mother omitted, lest the Lords should strike it out, and thus make it appear a public insult. The poor bewildered king, taken by surprise, said, "I will consent, if it will satisfy my people."

ONE:These preparations on the part of Spain were in one particular favourable to the King of Englandthey rendered the Emperor much more conceding. The English envoy at that Courtrather singularly a Swiss of the canton of Bernthe General de St. Saphorin, had found Stahremberg, the Emperor's Minister, very high, and disinclined to listen to the proposals of the King of England regarding Bremen and Verden; but the news of the Spanish armament, and still more of its having sailed from Cadiz to Barcelona, produced a wonderful change. The Imperial Court not only consented to the demands of England, but accepted its mediation with the Turks, by which a considerable force was liberated for the service in Italy. The Emperor acceded to the alliance proposed between England, France, and Germany in order to drive Spain to terms, and which afterwards, when joined by the Dutch, was called the Quadruple Alliance. In France, however, all obstacles to this Treaty were not yet overcome. There was a strong party, headed by the Marshal d'Huxelles, chief of the Council for Foreign Affairs, which strongly opposed this plan of coercing the grandson of Louis XIV. To overcome these obstacles Stanhope went over to Paris, and had several conferences with King Philip; and, supported by Lord Stair and Nancr, all difficulties were removed, and the Alliance was signed in the succeeding August.

FORE:In the department of novel writing, no age had yet produced such a constellation as Fielding, Richardson, Sterne, and Smollett. Their works[147] are still read with admiration by all who have a relish for vivid and masterly delineations of life; their only drawback being, that they are all more or less stained with the grossness and licentiousness of the age. From these faults Samuel Richardson (b. 1689; d. 1761) is most free, and in his "Sir Charles Grandison" he hasshown himself ahead of his age in the wisdom and liberality of his ideas. He discountenanced duelling, and taught the soundest principles of honour and morality. The photographic minuteness of his style prevents the general reading of his works in the present day of abundant new literature. The principal novels of Henry Fielding (b. 1707; d. 1754), "Joseph Andrews," "Tom Jones," and "Amelia," abound in wit, vigour, and knowledge of human nature. He wrote also some plays, and edited several periodicals. His sister, Sarah, also wrote "David Simple," a novel, and translated Xenophon's "Memoirs of Socrates." Tobias Smollett (b. 1721; d. 1771) paints life in strong, bold, but somewhat coarse lines, full of vigour, but with even more grossness than Fielding uses. "Peregrine Pickle," "Count Fathom," "Roderick Random," "Humphrey Clinker," and "Sir Launcelot Greaves," if not now generally read, have been carefully studied and made use of by some of our modern novelists. Smollett, besides, wrote plays, satires, poems, and edited "The Briton," a weekly newspaper. Laurence Sterne (b. 1713; d. 1768) struck out a style of writing peculiar to himself, and which still defies all successful imitation. FORE:The next who took his trial was Horne Tooke. The evidence was much the same, but the man was different. Tooke was one of the keenest intellects of the time, full of wit and causticity, by which he had worsted even Junius. He summoned as witnesses the Prime Minister himself, the Duke of Richmond, Master-General of the Ordnance, and others of the Cabinet, who had all in their time been ardent Reformers, and cross-questioned them in a style which, if he were guilty, showed that they had once been as much so. ONE:Meanwhile Ministers had not yet perceived the military genius of Sir Arthur Wellesley, notwithstanding his services in India, at Copenhagen, and his brilliant victories at Roli?a and Vimiera. Instead of making him at once commander-in-chief of the forces destined to co-operate in Spainfor they now resolved to make a decided movement in favour of the Spanish patriotsthey gave that post to Sir John Moore. Sir Arthur had assured Ministers that he was far better qualified for the chief command than any of the superior officers then in the Peninsula. He had now displayed the qualities necessary for a great general: prudence as well as daring, and the sagacious vision which foresees not only difficulties, but the means of surmounting them. Sir Arthur had carried victory with him everywhere, a circumstance one would have thought sufficient to satisfy the dullest diplomatist that he was the man for the occasion. But there was one thing which demanded attention, without which the successful operation of our armies was impossiblethe thorough reform of the Commissariat Department. This department was at that time in a condition of the most deplorable inefficiency. The commissariat officers had no experience; there was no system to guide and stimulate them. Sir Arthur had learned the necessity, in India, of the most complete machinery of supply; that it was of no use attempting to advance into a hostile country without knowing how and whence your troops were to be provisioned, and to have always ammunition in plenty, and tents for shelter. This machinery all wanted organisingthe absolute necessity of its[563] perfect action impressing itself on every individual concerned in it. Until this were done, Sir Arthur would never have advanced into the heart of Spain as Sir John Moore did. Considering the state of the roads, and the want of mules, horses, and waggons to convey the baggage, he would not have proceeded till he had first brought these into existence. Still more, Sir Arthur would not have marched far without securing, by one means or other, correct information of the real state and localities of the Spanish armies. On all these things depended success, and no man was more alive to the knowledge of this than Sir Arthur Wellesley. He had already pressed these matters earnestly on the attention of Government, and had they had the penetration to have at once selected him for the command, they would have spared the country the disasters which followed.

ONE:The South Sea Company, with a folly of which extreme greed only is capable, endeavoured to put down these rival schemes and obtained an order from the Lords Justices and writs of scire facias against several of these new bubbles. It was like raising a wind to blow away the bubbles, forgetting that their own was a bubble too, and would go with them. The moment that the people began to distrust one they distrusted all. The panic became as great as the mania had been. The South Sea stock dropped in less than a month from one thousand to below six hundred. There was a simultaneous rush to sell out, and the shares must have sunk instantly to nil but for the gigantic exertions of the Company to raise money and buy in. The relief, however, was but temporary. The bankers and pawnbrokers who had advanced money on scrip broke and fled; merchants, goldsmiths, and speculators rushed away after them. Walpole was summoned in haste from Haughton to devise some means of staying the panic. He endeavoured to get the Bank of England to circulate three millions of South Sea bonds for a year; but the Bank, seeing that the case was desperate, declined it. This was decisive. The rage and despair of the swarming dupes were indescribable. They heaped[48] execrations not only on the South Sea Company, but on Ministers, the king, his mistresses, and the Royal Family, who had all been deep in the affair, and who had taken good care of themselves. George landed at Margate on the 9th of November, soon after which the South Sea stock fell to one hundred and thirty-five. On the 8th of December Parliament met, and promptly began to investigate the scandal.Charles Stanhope, though clearly guilty, escaped, after examination in the House, by a majority of three, out of respect for the memory of his deceased relative, the upright Lord Stanhope. Aislabie's case came next, and was so palpably bad that he was committed to the Tower and expelled the House, amid the ringing of bells, bonfires, and other signs of rejoicing in the City of London. The bulk of his property, moreover, was seized. This was some compensation to the public, which had murmured loudly at the acquittal of Stanhope. Sunderland's case was the next, and he escaped by the evidence against him being chiefly second-hand. He was acquitted by a majority of two hundred and thirty-three against one hundred and seventy-two. As to the king's mistresses, their sins were passed over out of a too conceding loyalty; but no favour was shown to the directors, though some of them were found to be much poorer when the scheme broke up than they were when it began. Amongst them was Mr. Gibbon, the grandfather of the historian, who afterwards exposed the injustice of many of these proceedings, though at the time they were considered as only too merited. The directors were disabled from ever again holding any place, or sitting in Parliament; and their estates, amounting to upwards of two millions, were confiscated for the relief of the sufferers by the scheme.
FORE:Soon after the prorogation of Parliament in the autumn her Majesty resolved to pay her first visit to her Irish subjects. At Cowes a royal squadron was in readiness to convoy the Victoria and Albert across the Channel. The Queen was accompanied by Prince Albert, the Prince of Wales, Prince Alfred, the Princess Royal, and the Princess Alice. The royal yacht anchored alongside the Ganges, her arrival off the Irish coast being announced by the booming of artillery on the 2nd of August, which was the signal for the lighting of bonfires upon the hills around the picturesque town of Cove. In the morning a deputation went on board, consisting of the Marquis of Thomond, head of the house of O'Brien, the Earl of Bandon and several of the nobility and gentry of the county, with the Mayor of Cork, and Mr. Fagan, M.P. for that city. They were introduced to her Majesty by Sir George Grey, the Secretary of State in attendance during the visit. Arrangements were then made for the landing, and about three o'clock the Queen first set foot upon Irish[572] ground, amidst the most enthusiastic demonstrations of loyalty from the multitudes assembled to bid their Sovereign welcome, mingling their cheers with the roar of cannon, which reverberated from the hills around. A pavilion had been erected for her Majesty's reception, and over it floated a banner, with the word "Cove" emblazoned upon it. The Queen had consented, at the request of the inhabitants, to change the name of the place and call it "Queenstown," and when she left the pavilion the first flag was pulled down and another erected in its stead, with the new name. Thus the old name of "Cove" was extinguished by the Queen's visit, just as the old name of "Dunleary" had been extinguished by the visit of George IV. FORE:The Lords had been summoned to discuss a motion by the Duke of Richmond on universal suffrage and annual Parliaments, and Lord Mansfield was to preside in the absence of Lord Chancellor Thurlow. Mansfield had excited the particular resentment of these zealots by having acquitted a Catholic priest charged with the crime of celebrating Mass, and no sooner did he make his appearance than he was assailed with the fiercest yells and execrations. His carriage windows were dashed in, his robe was torn, and he escaped finally into the House with his wig in great disorder, and himself pale and trembling. The Archbishop of York was an object of the particular fury of these Protestants. They tore off his lawn sleeves and flung them in his face. The Bishop of Lincoln, a brother of Lord Thurlow, had his carriage demolished, and was compelled to seek refuge in a neighbouring house, where he is said to have made his way in women's clothes over the roof into another dwelling. The Secretaries of State, Lords Stormont, Townshend, and Hillsborough, were rudely handled. It was found impossible to proceed with the Orders of the Day. The peers retired as best they might, one by one, making their way home on foot, or in hackney coaches, in the dark, and no one was left in the House except Lord Mansfield and a few servants. FORE:At the very moment that these negotiations on the part of Britain were going on, Buonaparte, who had been appointed to the command of the army of Italy, was achieving there victory after victory. Genoa had shut her ports against our ships, Naples had concluded peace with France, Spain had been induced to proclaim war against us, and Hoche had sailed for Ireland with twenty-five thousand troops. On the 19th of December Lord Malmesbury received a message to quit Paris within forty-eight hours, with the additional assurance, that whenever Great Britain was prepared to accept the terms of France, an ordinary courier would answer the same purpose as well as[451] a lord. The blame of continuing the war thus lay entirely with the French. FORE:

These enactments, unaccompanied by any others the object of which was to relieve the distress of the people, only tended still more to exasperate the feelings of the working classes. In fact, nothing had been so obvious as the effect of the proceedings of Government of late in disturbing that peace which they professed themselves so desirous to preserve. They, in truth, were the real agitators. The passing of the Six Acts only made the popular resentment the deeper, and whilst this tended to render the more prudent Reformers cautious, it stimulated the lowest and most unprincipled of them to actual and deadly conspiracy. The general conspiracy believed in by Ministers never existed, but a conspiracy was actually on foot in London, which again was found to have been, if not originally excited, yet actively stimulated, by the agents of Government. The details of this transaction, and of the concluding scene of the Manchester outrage, namely, the trial of Hunt and his associates, necessarily lead us about two months beyond the death of George III., which took place on the 29th of January, 1820. In November, 1819, whilst Government were framing their Six Acts, the more completely to coerce the people, they were again sending amongst them incendiaries to urge them to an open breach of the laws in order to furnish justifications for their despotic policy. The leading miscreant of this class was a man named Edwards, who kept a small shop at Eton for the sale of plaster casts. Some of the emissaries appeared at Middleton, the place of Bamford's abode, but he was in prison awaiting his trial with Hunt and the rest, and the people tempted were too cautious to listen to these agents of Government. But in London these agents found more combustible materials, and succeeded in leading into the snare some who had been long ready for any folly or crime. Chief amongst these was Thistlewood, who had been a lieutenant in the army, a man who had, or conceived that he had, suffered injustice at the hands[154] of Ministers, and who had wrought up his temper to the perpetration of some desperate deed. Bamford when in London, in 1816, had found Thistlewood mixed up with the Spenceans, and to be met with any day at their places of resortthe "Cock," in Grafton Street, the "Mulberry Tree," in Moorfields, the "Nag's Head," Carnaby Market, No. 8, Lumber Street, Borough, and a public-house in Spa Fields, called "Merlin's Cave." At these places they might be found, amidst clouds of tobacco-smoke and the fumes of beer, discussing remedies for the miserable condition of the people. At the latter place Thistlewood was often to be found with the Watsons, Preston, and Castles, who was employed to betray them. From this spot they issued for their mad attempt on the Tower on the 2nd of December of that year. Thistlewood was one of those seized on that occasion, but was acquitted on his trial. Not warned by this, he no sooner got abroad than he sent a challenge to Lord Sidmouth, for which he was arrested, and sentenced to a year's imprisonment. He issued from gaol still more embittered against Sidmouth and his colleagues, and resolved on striking some mortal blow at them. He did not lack comrades of a like fiery and abandoned stamp, and they determined on a scheme for cutting off the whole Cabinet together. The detestable deed was to be perpetrated in the autumn of 1819, a time when the public mind, especially that of the working classes, was so embittered against the Government. They did not, however, succeed in their intentions, and it was at this crisis of unwilling delay that the man Edwards became privy to their plans. In November he carried the important, and, as he hoped, to him profitable secret to Sir Herbert Taylor, who was attached to the establishment of the king at Windsor, and by him he was introduced to Lord Sidmouth. This minister and his colleagues, with that fondness for the employment of spies, and for fomenting sedition instead of nipping it in the bud, immediately engaged Edwards, on good pay, to lead forward the conspirators into overt action. It was not enough for them that, by adding another witness or two to Edwards, they would be able to produce the most complete proof of the treason of these menthey rather luxuriated in the nursing of this plot, and thus ripening it into something bloody and horrible; and in this they succeeded.[138]FIVE-SHILLING PIECE OF GEORGE III.In July, 1814, whilst the struggles were going on upon the Canadian frontiers, the British projected an expedition against the very capital of the United States. This was carried into execution about the middle of August. Sir Alexander Cochrane landed General Ross, and a strong body of troops, on the banks of the Patuxent, and accompanied them in a flotilla of launches, armed boats, and small craft up the river itself. On entering the reach at Pig Point they saw the American flotilla, commanded by Commodore Baring, lying seventeen in number. They prepared to attack it, when they saw flames begin to issue from the different vessels, and comprehended that the commodore had deserted them; and it was firmly believed that he had so timed the setting fire to his vessels that they might blow up when the British were close upon them, if they had not already boarded them. Fortunately, the flames had made too much progress, and the British escaped this danger. The vessels blew up one after another, except one, which the British secured. Both soldiers and sailors were highly incensed at this treachery, and prepared to avenge it on Washington itself. On the 24th of August they were encountered at Bladensburg, within five miles of Washington, by eight or nine thousand American troops, posted on the right bank of the Potomac, on a commanding ridge. Madison was on one of the hills, to watch the battle, on the event of which depended the fate of the capital.But it was not till the end of July that Lord Clarendon obtained the extraordinary powers which he demanded for putting down rebellion. These were conveyed in an Act to empower the Lord-Lieutenant to apprehend and detain till the 1st day of March, 1849, such persons as he should "suspect" of conspiring against her Majesty's person or Government. On the 27th of July a despatch from Dublin appeared in the late editions of some of the London morning papers, stating that the railway station at Thurles had been burned; that for several miles along the lines the rails had been torn up; that dreadful fighting had been going on in Clonmel; that the people were armed in masses; that the troops were over-powered; that some refused to act; that the insurrection had also broken out in Kilkenny,[568] Waterford, and Cork, and all through the South. This was pure invention. No such events had occurred. In order to avoid arrest, the leaders fled from Dublin, and the clubs were completely dispersed. Mr. Smith O'Brien started on the 22nd by the night mail for Wexford. From Enniscorthy he crossed the mountains to the county Carlow; at Graiguemanagh he visited the parish priest, who offered him no encouragement, but gave him to understand that, in the opinion of the priests, those who attempted to raise a rebellion in the county were insane. He passed on to the towns of Carlow and Kilkenny, where he harangued the people and called upon them to rise. He arrived at Carrick-on-Suir on the 24th, and thence he went to Cashel. Leaders had been arrestednamely, Duffy, Martin, Williams, O'Doherty, Meagher, and Doheny. The Act, which received the Royal Assent on the 29th of July, was conveyed by express to Dublin, and immediately the Lord-Lieutenant issued a proclamation ordering the suppression of the conspiracy, which should have been done six months before. In pursuance of this proclamation, the principal cities were occupied by the military. Cannon were planted at the ends of the streets, and all but those who had certificates of loyalty were deprived of their arms. The police entered the offices of the Nation and Felon, seized all the copies of those papers, and scattered the types. Twelve counties were proclaimed, and a number of young men arrested having commissions and uniforms for the "Irish Army of Liberation."
